Chandler startup script is part of tinderbox

- Downloads the latest windows build from the builds page.
- Installs the build.
- Starts Chandler with a fresh repository.
- Creates a new note in Chandler.
- Quits Chandler.
- Uninstalls Chandler.
- Send the results to tinderbox server.
Now it’s a matter of monitoring the tinderbox page to make sure it stays green.
